Delivery of Security of Tenure, Infrastructure Services and Access to Finance through Community Based Approaches

I2UD presented this paper at the World Bank’s Fourth Urban Research Symposium, May 14-16, 2007. The forum’s final report highlighted the Albania project among its presentation of best practices.

This report examines two cases, one from Albania and the other from El Salvador, where incremental approaches to improving tenure security based upon community participation and partnerships between local authorities, NGOs and bilateral and multilateral organizations were effective in fostering social inclusion and facilitating access to urban land.
